McALLEN, Texas (AP) — Texas will build an operations base for up to 1,800 National Guard members in Eagle Pass, expanding the presence of soldiers in the border city where the state has clashed with the Biden administration over immigration enforcement, Republican Gov. “This will increase the ability for a larger number of Texas military department personnel in Eagle Pass to operate more effectively and more efficiently,” Abbott said. The mayor of Eagle Pass said the move at the start of January caught the city off guard and questioned the timing, given that crossings have fallen in recent weeks. The U.S. Justice Department last month asked the U.S. Supreme Court to order Texas to allow Border Patrol agents back into park. The Biden administration says Border Patrol agents use the park to monitor the river and to launch boats into the Rio Grande.

Texas' new law is set to take effect March 5. For months, tensions have escalated between the Biden administration and Texas over who can patrol the border and how. A heavy presence of Texas National Guard members in the border city of Eagle Pass has denied Border Patrol agents access to a riverfront park. The new measure would allow any Texas law enforcement officer to arrest people who are suspected of entering the country illegally. Republicans have defended the law by saying it would likely only be enforced near the U.S-Mexico border.

Crossings in recent weeks are down overall along the entire U.S. border, including areas without such a heavy security presence. The arrival of GOP governors to Eagle Pass rounds out a weekend that has kept the small border city of roughly 30,000 residents in an unwitting spotlight. The number of crossings in Eagle Pass has recently fallen to a few hundred a day. Mexico has bolstered immigration efforts that include adding more checkpoints and sending people from the northern border to southern Mexico. Melissa Ruiz, 30, arrived at the Piedras Negras shelter, across the river from Eagle Pass, along with her four children.

WASHINGTON (AP) — House Speaker Mike Johnson took a strong stand Friday against a bipartisan Senate deal to pair border enforcement measures with Ukraine aid, sending a letter to colleagues that aligns him with hardline conservatives determined to sink the compromise on border and immigration policy. Johnson, a Louisiana Republican, said that the legislation would have been “dead on arrival in the House” if leaked reports about the legislation were true. He later clarified that he was still supportive of pairing border measures with Ukraine aid — an arrangement that Senate Republicans initially demanded to gain their votes for funding Ukraine's war. Rep. Marjorie Taylor Greene, a hard-right Republican of Georgia, has threatened to initiate an effort to oust Johnson if he put the Senate deal on the House floor. “This bill represents Senate Republican leadership waging war on House Republican leadership,” said Sen. Ted Cruz, a Republican of Texas, at a news conference this week.

‘A Beautiful Place That Has a Dragon’: Where Hurricane Risk Meets Booming GrowthThe hurricanes keep coming, and the people, too: The fastest-growing places along the Atlantic coast this century are also among the most hurricane-prone. And rising sea levels make storm surges more damaging and coastal flooding more frequent. And this booming coastal population is, by many accounts, a larger contributor to rising hurricane risks than climate change. When Gail Hart moved from Arizona to retire in Wilmington, N.C., in 2017, she hadn’t considered the hurricane risk. Still said, “where do you put 100,000 people?”The housing crunch is one of many tensions playing out between wealthy coastal communities and those who live nearby.

Urban rivers, lakes, and parks can also be the key to making cities more resilient to climate change. The 1,200 tons of sand near Greenwich Village along the Hudson river would have to do. But there's no public pool nearby, and no sanctioned river swim spots in the city. The sandy bluff on Gansevoort peninsula is part of the much larger Hudson River park and looks out over Little Island, a whimsical, highly instagrammable transformation of Pier 55. New York CNN —New York’s water and parks are full of plastic waste. PepsiCo has downplayed the risks of its plastic packaging and created a public nuisance in the state, she alleged in a lawsuit filed against the company on Wednesday. Additionally, PepsiCo has failed to properly warn the public about where its plastic packaging ends up, according to the lawsuit, making it sound like recycling will effectively deal with plastic waste. Environmental advocates activists are hopeful that the complaint could help change the way lawmakers approach plastic pollution. Generally, lawsuits surrounding plastic pollution are brought by non-profits, not government officials, she said.

The projects will cost nearly $298 million and are designed to protect some of the region's most vulnerable communities. Both projects were formulated by the group Rebuild By Design, which was initiated by the U.S. Department of Housing and Urban Development in 2013, and New Jersey environmental officials. It calls for building 9,000 linear feet (about 1.7 miles or 2.7 kilometers) of flood walls, installation of flood gates and construction of berms and levees. They include planting more grass, trees and vegetation in urban areas to absorb rainfall and allow less runoff to flood streets and storm sewers. And as big as they are, the two projects starting Wednesday pale in comparison to huge flood control efforts being contemplated by the federal government.

Tens of thousands of North Carolina homes and businesses remained without electricity across several eastern counties as of Saturday afternoon, according to poweroutage.us, which tracks utility reports. It’s usually an inexpensive, efficient way to transport crops, as a typical group of 15 barges lashed together carries as much cargo as about 1,000 trucks. A narrowed shipping lane also means barges from different companies must squeeze into limited space, forcing backups and delays.
